Changing Pads at School??

I think that the no purse policy is really dumb. You should talk to the administration about that. Also, why don't you try simply keeping your pads or tampons in your pocket, but only on the week you have your period. Another idea: when you are on you are expecting your period, try putting a tampon or pad on the morning before school starts. Then you can be ready.
