Does the 10th Amendment give states the powers to enact immigration laws.?

As far as i know, immigration matters are powers delegated to federal government, and the 10th amendment says that any powers not delegated to federal government should be powers for the state. So aren't the courts justified when they say states have no right to do this or that.
