Does having one or two decent mix tapes make u the best or make u a formidable contender in hip hop?

i see alot of lil wayne fans says hes the best out but he has no clic albums and when u ask them to name his clics they alwyas say the drought 3 thats a mixtape not an album so how can he be the best if he cant deliver when it counts
